As Azerbaijan prepares to host the next UN COP 29 in November, the Anar Mammadli Campaign has continuously raised alarms about the weaponization of the legal system in the country to harass and repress independent voices. In this report, the Campaign highlights that amidst an unprecedented level of repression, Azerbaijan consistently disregarded calls to improve its human rights record and has failed to meet its obligations as a member of the Council of Europe. With 319 political prisoners in the country and almost no space for independent civil society actors, Oleksandra Matviychuk of Ukraine, Nobel Peace Laureate and Steering Committee member of the World Movement for Democracy urges the international community to support the fight for human rights in Azerbaijan. “Our message to Anar is loud and clear: we are here to uphold the rule of law for all, because we see what happens to you when it is scorned.”
